I just plain do not get how to use the pokeradar. Everytime I try to use it is says the whole "Rowan's words echoed" thing. What do I do?

how do u get the pokemon on the top of the pokeradar on ur poketech. Not to confuse anybody but there is a pokemon on the very top of pokeradar (in ur poketech) I can't get it
