Use a Pokemon that knows False Swipe or just use a dark move to bring this HP down into the red zone Then throw Ultra balls or Timer balls at him Give Magikarp the Exp Share until he reaches Lv 20 Then he evolves into Gyarados He learns Tackle at Lv15 but it takes too much time to raise his level by 5 so you are better off giving him the Exp Share Vs leveling him up by battling him.
