I want to get a togepi but i dont no where it is also how do i use my poke radar?

Togepi is available on Route 230, using Poke Radar. It is also quite rare. In order to use Poke Radar, stand in the middle of grass, and go to the menu and select Poke Radar from your Key Items. You should see certain patches of grass light up or shake. Walk to a patch and you will fight a Pokemon. After you defeat it or catch it, more patches will shake, and your objective is to find as many of that Pokemon as you can. If you encounter a different Pokemon or walk too far, you'll need to use the Poke Radar again. After 100 steps, the Poke Radar can be reused.
