I need to get schengen visa fast does it matter which country I choose to get the visa? what if I decided to get a visa for germany but then decide to visit Italy before germany?

Actually, it does matter.
The rules for Schengen visas are as follows:
If you intend to visit only one Schengen country, you must apply at the foreign mission of that specific country.
If you intend to visit several Schengen countries, you must apply at the foreign mission of the country which is your main destination, or of the country where you will be staying the longest.
If you intend to visit several Schengen countries but do not have a main destination or will be staying the same amount of time in each of them, you must apply at the foreign mission of the country you will enter first.
If it is determined that you are probably not going to follow the above regulations, it is possible that you will be denied entry into the Schengen Zone. A lot will be determined by your appearance, attitude, behavior, where you are coming from, and what type of passport you are carrying,

A Schengen pass is valid in all the Schengen countries... As long as the pass is valid, you can go to all and any Schengen countries as often as you like...
I don't know what the fastest way of getting one is...

i think you will need to get to the destination of you trip, i mean you need to get to germany first, because germany is the main destination since you got the visa from there.
about getting fast visa, it depend on where you are, if you are in london, most of this embassy needs an appointment prior to the departure, be it a month or less, but if you could get to aberdeen in scotland, the netherland embassy does need appointment, all u need is walk in with your document. the number to the embassy is +44(0)1224561616. i hope this will be of help.

Depends from where you come from and the country you would like to visit. To get a visa for The Netherlands' sometime pretty hard to get. Some countries take 2 weeks to get visa and some only takes 1 working day.
When you apply the visa at the Embassy or Consulate - you have to show the return ticket with fix date and fix destination. If you decided to get a visa at the German's embassy you should go to Germany first then to Italy. But if you go to Italy with car from Germany via Switzerlands you need to apply other visa.
